Eligibility can also depend on the developer program, subscription status, distribution method and transaction type. See Apple’s official EU app terms for the latest requirements.

The scope of the 5% CTC is broader than purchases made directly inside an app.

Apple can also apply CTC to certain fees charged for downloading or accessing an alternative app marketplace or app catalog. For apps distributed outside the App Store that send users to the web through an actionable purchase link, qualifying digital transactions completed within the applicable seven-day attribution period can also fall within the CTC model.

What Is Apple’s Core Technology Commission (CTC)?

Apple’s Core Technology Commission, or CTC, is a 5% commission on qualifying digital transactions associated with iOS and iPadOS apps distributed outside the App Store in the European Union.

This is different from the previous Core Technology Fee because CTC is tied to qualifying transaction value rather than the number of first annual installs.

Depending on the distribution and transaction model, CTC can cover:

paid apps;

digital goods;

digital services;

one-time digital purchases;

auto-renewable subscriptions;

certain fees for downloading or accessing an app marketplace or app catalog;

qualifying web purchases attributed to an actionable link from an app distributed outside the App Store.

The distinction matters because the phrase “5% Apple commission” can otherwise be misleading. An App Store app using Stripe does not automatically move into the 5% CTC model.

CTF vs CTC: What Changed?

The biggest difference between Apple’s old Core Technology Fee and the new Core Technology Commission is what triggers the charge.

Under Apple’s previous alternative EU terms, qualifying large-scale iOS and iPadOS apps could be charged based on first annual installs. The standard Core Technology Fee was €0.50 for each first annual install above the applicable free threshold, subject to exemptions and transitional conditions for certain developers and organizations.

This created a problem for some business models:

An app install does not necessarily generate revenue.

A free app with millions of downloads but a very low conversion rate could still face technology-related costs even when many users never purchased anything.

The new CTC changes that relationship.

For apps distributed outside the App Store, qualifying digital transactions are subject to a percentage-based commission rather than an installation-based technology fee.

Fee Model

Core Technology Fee (CTF)

Core Technology Commission (CTC)

Basis

First annual installs

Qualifying digital transactions

Typical Rate

€0.50 per qualifying first annual install above applicable thresholds

5% of qualifying transaction value

Main Risk

High installs could create costs even with weak monetization

Costs increase with qualifying digital revenue

For developers with a large free user base and relatively low monetization rates, this can make Apple’s fees more closely connected to actual digital revenue.

That does not mean alternative distribution becomes free. That does not mean an App Store app can send users to a website for digital purchases without paying any Apple commission.

Under the new unified terms, an App Store app that uses an actionable external purchase link can still be subject to a Store services commission.

The standard rate is 15%, with a 10% rate for qualifying developers and transactions.

The commission applies to qualifying transactions completed within the relevant attribution window after the user clicks the actionable link, generally seven days.

In other words, Apple removed the previous fee structure, but it did not remove every commission associated with sending an App Store user to an external checkout.

Can EU Apps Offer Apple IAP and Third-Party Payments Together?

Yes.

One of the more practical changes for developers is that eligible EU apps can offer Apple In-App Purchase together with alternative payment options.

A developer could, for example, keep Apple IAP for users who prefer Apple’s payment flow while also offering an in-app third-party payment method or an external purchase link.

This gives developers more control over payment design, but the configuration is not something that can be changed constantly.

Apple requires developers to maintain the selected payment configuration or combination for 12 months.

For subscription apps and SaaS businesses, that turns the payment choice into a broader commercial decision rather than a simple engineering integration.

Developers may need to compare:

Apple commission rates;

Stripe or other PSP fees;

checkout conversion rates;

tax handling;

refund and chargeback costs;

customer support workload;

reporting and compliance requirements.

Developers using alternative payment methods also take on more responsibility for payment processing and compliance.

When an App Store app uses third-party payment processing or external purchase links, the developer is generally responsible for applicable tax obligations and reporting relevant alternative payment transactions to Apple. The 5% CTC applies to qualifying transactions associated with apps distributed outside the App Store.

What is the Apple App Store commission in the EU?

Under Apple’s new EU structure, the standard rates are 26% for Apple IAP, 20% for in-app third-party payments, 15% for qualifying purchases attributed to actionable external purchase links, and 5% CTC for qualifying transactions associated with alternative distribution. Lower rates can apply to eligible developers and transactions.

When do Apple’s new EU App Store fees take effect?

The main changes are scheduled to take effect from October 1, 2026, subject to the applicable agreement and when a developer accepts the new business terms.

What is the difference between Apple CTF and CTC?

The Core Technology Fee (CTF) was primarily based on qualifying first annual installs. The new Core Technology Commission (CTC) is instead calculated as a percentage of qualifying digital transactions associated with apps distributed outside the App Store.

Can an EU app offer Apple IAP and third-party payments at the same time?

Yes. Under Apple’s new EU terms, developers can offer Apple In-App Purchase together with eligible alternative payment methods. However, the selected payment configuration generally needs to remain in place for 12 months.

Does Web Distribution mean any developer can distribute an iOS app from a website?

No. Web Distribution remains subject to Apple’s authorization, Notarization, eligibility rules and other technical and business requirements. The 2026 changes broaden some qualification routes but do not remove those requirements.

Apple’s Official EU App Store Documentation

🌐 Apple Developer — New EU Business Terms
Apple’s August 18, 2026 announcement covering the updated business terms for apps in the European Union.

📄 Apple Developer — Apps in the European Union
Current details covering Apple IAP, alternative payments, external purchase links, the 5% CTC and alternative app distribution.

Disclaimer: This article is based on Apple Developer documentation available for Apple’s 2026 EU business terms and is intended to explain the cost differences between distribution and payment models.
